Hi everyone.
I've just got a chm file about C#. I double clicked it and it opened,
but just it's TOC was displayed (not content). After some examination,
I understood the problem is with the '#' character, e.g. renaming C# to
'C Sharp' solved the problem. I tested this with a number of chm files
and made sure it's indeed the case. Also, if the path containing the
chm file has itself the '#' char, e.g. C:\C#\myfile.chm, the problem
arises again.

I think it's hh.exe problem, but I'm not sure.

Could anyone explain this?

Yes, this is a known problem, described in the following Knowledge Base
article:

The hash symbol normally designates a bookmark name in HTML, so its presence
in an HTML Help path or file name confuses the help viewer.
