Help not working in WinXP

Something has disabled access of helpfiles in many programs in my
WinXP, fresh install. I can access the system helpfiles, but those of
numerous other programs, such as Paint Shop Pro 6, Agent 1.93, Eudora
5.2 fail to access.

Who can help me fix this? Emails welcome.

Are the help files that you are unable to access WinHelp (.hlp) files
rather than HTML Help (.chm) files? Paint Shop Pro uses WinHelp files,
I believe. If the problem is with the WinHelp files, you may be able
to fix it by following the instructions in the section "Restore
winhlp32.exe for XP or XPSP1" at:
