I compiled a helpfile with the MS HTML Help Workshop. The resulting
file has a size of 2.5 MB which is much too large: I decompiled it and
found that the uncompressed files only acount for 1,4 MB. The TOC has
some 100 topics, and an index is not existing.

So where is this excessize file size from?

I can't see any obvious problems. You're using an up-to-date version of the
help compiler (4.74.8702), and there are no unusually large source files
being pulled into the .chm file. However, when I decompiled and recompiled
your file, I created a .chm that was just 1.31 MB. Recompiling this file
with KeyTools (http://www.keyworks.net/keytools.htm) reduced the size to
1.19 MB. In fact, recompiling your original file with KeyTools reduced the
size by 47%, to 1.25 MB.

My guess is that your installation of HTML Help Workshop is faulty. You
should be able to fix this by using these two utilities:
